The structure and organization of criminal justice in England and Wales are characterized by fragmentation, differences in roles and aims among institutions forming parts of the system, the absence of a single Government department responsible for criminal justice policy and implementation,and a continuing concern that crime is a growing social evil which must be brought under control without the miscarriages of justice which so frequently hit the headlines.
